'Bureaucracy needs improvement'

KATHMANDU, July 22: Speakers at a programme in the capital on Monday have pointed out an urgency of improvements in Nepal´s bureaucracy.



At a discussion on ´some contextual changes in public administration´ organized by former civil servants´ council, Chairman of the Administrative Reform Advisory Committee, Kashiraj Dahal said morality and discipline was matter of urgent need in bureaucrats. [break]



He thanked the government for addressing some of the issues as salary hike which was raised by the Committee. Self-centric attitude of the government employees has to be shunned, Dahal underscored.



Similarly, Council member Madhav Prasad Ghimire, while presenting a working paper on some reforms in public administration, suggested that the civil servants could develop professionalism, boost quality service and accountability toward service seekers.



He also said the role of civil servants needs to be mentioned in the constitution.



It is appropriate to increase the retirement age of the civil servants to 60 years from existing 58 years and a criterion set for transfer and promotion of the government secretaries, according to Mr Ghimire.
