KATHMANDU, July 26: Claiming that the government and the major political parties were ignoring the issues forwarded by it, the Mohan Baidya-led CPN-Maoist has formally announced a nationwide campaign to thwart the Constituent Assembly (CA) election scheduled for November 19.

The party has finally come to the conclusion that CA elections held under the present situation could not resolve any problems. The party, at the same time, has made it clear that the door was open for talks, but without preconditions. [break]

Organizing a press conference at the party office at Buddhanagar, party Chairman Baidya said, “Despite our efforts to resolve the problems, we feel compelled to announce a campaign against the election.” They will now take their campaign to the grassroot level and foil the election announced for November 19, he added.

The party has decided to mobilize in full force across the country to foil the polls and the 33-party alliance will also participate actively in the campaign, he informed.

Baidya claimed that they were ready to participate in the CA election but the four major political parties have ignored the political issues presented by his party and the alliance led by it. “If the four parties will stall the electoral process we are ready to sit for talks and put off the anti-election campaign,” he said.

Meanwhile, the CPN-Maoist has launched a nationwide program against the CA election.

In Kathmandu, Ram Bahadur Thapa, general secretary of the party, launched the program by smashing a mock ballet box. He smashed the symbolic ballet box with a hammer in the presence of party leaders and cadres.

Addressing a gathering at Shanti Batika, General Secretary Thapa said the anti-poll campaign will prepare the environment for either “revolt” or “negotiations”. “We will proclaim a constitution through revolt or street power if the four major parties try to hold the election under the status quo,” he threatened.

Dev Prasad Gurung in Lalitpur and Netra Bikram Chanda in Bhaktapur also launched the campaign, according to the party.

The party leaders also announced that they were out to foil the poll as it was merely a ploy to “Sikkimize” Nepal. They urged the people and nationalist forces to counter the poll and participate in a campaign across the country to do so.

Meanwhile, at the press conference, Chairman Baidya spoke about the letters sent by Puspa Kamal Dahal, coordinator of the High Level Political Committee. He clarified that the second letter was without preconditions but some points were abstract. “We will hold discussions at the 33-party alliance and decide whether or not to participate in talks called by the HLPC.” The first letter from the HLPC was rejected by the alliance, stating that it contained preconditions.
