Bagmati Province ahead in law-making: Speaker Pathak

BHAKTAPUR, Dec 11: Speaker of the Bagmati Province Assembly, Bhuwan Kumar Pathak claimed that the Bagmati Province is ahead in making provincial laws, policies, rules and Acts.

He said this in an orientation organized by the Bagmati Province Assembly in collaboration with the UNDP's Parliament Support Project.

At the two-day program on effective assembly operations, evidence-based law-making and parliamentary oversight for thematic committee's presidents, members and secretaries, Speaker Pathak said each action and initiative of the Bagmati Province Assembly can be a lesson and reference for other provinces.

"The Provincial Assembly thematic committees have a special role in framing acts, rules, laws and bills of the province. Committees also have the obligation to functionalize the government's business and carry out study on relevant areas.”

Though parliament's main function is to finalize bills, it also has to minutely study for law-making, provide analysis reports and amend as per the need, he added. "Generally, it is the government's responsibility to introduce bills. There has been no tradition of holding adequate discussions in the course of the bill formulation, and undertaking research and investigation. It should be put in place".

Also on the occasion, Deputy Speaker Apsara Chapagain stressed that the PA thematic committees should be active in lending support to the business of PA and the government.

At the program, PA Secretary duo, Krishna Hari Khadka and Purna Bahadur Darjee, among others highlighted the outcomes of the program.
