Appropriation bill passed

KATHMANDU, Sept 18: The parliament on Sunday endorsed the appropriation bill tabled by the government through a majority vote. Prior to this, Prime Minister Baburam Bhattarai had replied queries on the bill raised by the lawmakers.



Finance Minister Barshaman Pun tabled the finance bill, the bill to mobilize national debt, loans and guarantee bill. The parliament would discuss these bills Thursday. [break]



Transfer of Paudel an exception: PM



Prime Minister Bhattarai told the parliament that the cabinet had to transfer Secretary Leela Mani Paudyal from Home Ministry to the prime minister´s office under special circumstances. But Bhattarai did not divulge what the special circumstances were.



"The government took the decision not under pressure from anywhere. This is an exception and done under division of labor," he said replying to the queries from lawmakers.



Lawmaker from the Rastriya Janashakti Party, Prakash Chandra Lohani, and lawmaker from the UML Kul Prasad Nepal had asked why Bhattarai transferred Paudyal breaking his own commitment to not transfer any civil servant for at least one month of his appointment as prime minister.



"You had promised not to transfer any civil servant for at least one month. Under what pressure did you transfer the home secretary," Lohani questioned.



Similarly, Usha Kala Rai had bashed Bhattarai for not giving women the rightful share in the cabinet.
