APF provided the letter of intent (LoI) to PR Construction Service and Kusheshwor Construction that proposed Rs 20.61 million for the construction.

On the other hand, Geetanjali and Sha JV Construction had proposed Rs 6.1 million less than that proposed by PR Construction Service and Kusheshwor Construction.  Likewise, Rautaha and Sagarmatha JV too had offered to construct the building in Rs 3.7 million less than those receiving the tender.

“Those offering the least amount should be awarded tender,” operator of Shwami Narayn Ashirwad JV Santosh Basnet said, “LoI was issued breaching the tender process.” The company had offered to construct the office for Rs 20.82 million.

Three construction companies have filed complaints at APF headquarters in Kathmandu, APF Dhanusha and District Administration Office, Dhanusha for investigation into the tender process.

SP Rabindra Thakur at APF Border Security Office said he is unknown about the process saying that a technical team from headquarters was responsible for the process.

APF engineer Sanjay Mandal claimed that other construction companies were refused tender as they failed to meet the set criteria.
