A person should be a high school graduate to be eligible for a teaching license. In case of SLC graduates, the candidates are required to undergo a 10-month training for eligibility. The DEO had allowed one Seema Singh Thakuri to sit in the license exams last November though she did not have the required certificates. She has passed just the School Leaving Certificate (SLC) exams and didn´t have the 10-month training certificate.
The fact that she acquired a permanent teaching license speaks volumes about irregularities in the issuance of such licenses.
Following the controversy over her eligibility, the DEO has seized her license. Technical assistant at the office Khagendra Bahadur Malla said the certificate was seized as she couldn´t produce her training certificate.
The DEO has been issuing permanent teaching licenses since the past one week after the results of license exams for primary, lower secondary and secondary levels taken in November were published three weeks ago.
Staffers distributing the licenses claimed that the training certificates of many teachers have been found doubtful. They complained that higher authorities and political leaders have directed them to issue licenses to even those candidates with suspicious training certificates.
District Education Officer of Banke Ram Suresh Yadav assured of investigation into the matter.
Meanwhile, many teachers who got through the license exams will not get the license as they flunked their respective plus two and bachelor´s exams.
Similarly, there have been mistakes in more than 700 license certificates due to negligence of the Teachers´ Service Commission.
“There have been mistakes in name, address and other information in the certificates due to negligence of the commission,” Malla said. He claimed more than half of licenses have such errors.
A total of 1,453 persons including 311 in primary, 913 in lower secondary and 223 in secondary levels had passed the license exams.
