After wasting 3 weeks, CC seeks 2 more

KATHMANDU, Jan 29: After wasting three weeks without resolving a single thorny issue, leaders at the Constitutional Committee (CC) decided to seek two weeks more for the CC to resolve remaining disputes in constitution writing.



The CC on Sunday requested the Constituent Assembly (CA) chairman for endorsing the proposal to extend the CC deadline for resolving remaining thorny issues until February 12.[break]



The extension will come into effect only if the CA endorses it. Officials at the CA secretariat said they received a letter from the CC for extension of the deadline but they are yet to prepare a new calendar as per the CC request.



The CC meeting on Sunday took the decision to seek extension of the deadline as per the proposal tabled by leaders of three major political parties -- UCPN (Maoist), Nepali Congress (NC) and CPN-UML -- as the CC failed to resolve a single thorny issue within the given time even as the CC was earlier given three weeks more for the same purpose.



UCPN (Maoist) Chairman Pushpa Kamal Dahal said they decided to seek more time for the CC as they are yet to resolve some of the major issues such as the system of governance, electoral model, judicial system and the issues related to the state restructuring.



"We at the CC meeting should have resolved all the remaining disputes by today (Sunday) but we couldn´t do so. Also, the state restructuring commission is yet to submit its report. Therefore, we decided to resolve all the issues including the issues related to state restructuring simultaneously," Dahal told reporters after the meeting.



He said the leaders have agreed to forward unresolved issues for voting at the CA if leaders fail to settle any of the contentious issues in consensus at the CC even by February 12.

From the list of total 78 disputes forwarded to the CC by the CA, the latter has so far resolved 46 contentious points. Of the remaining points, the dispute resolution subcommittee under the CC has settled 18 disputes but the CC is yet to endorse them.



Though the CA secretariat is yet to prepare the new calendar, leaders privy to the development said the CC decision to seek more time for dispute resolution will not affect other remaining programs.



Leaders said while the duration from January 30 to February 12 was earlier allocated for resolving the issues related to state restructuring, now in the changed context all the issues including the state restructuring will be settled simultaneously and other programs will not be affected.
