Ex-NA chiefs suggest army be prepared for contingencies

KATHMANDU, Nov 30: Retired chiefs of the Nepal Army (NA) on Sunday suggested the national army to be prepared for possible situations that may create threats to Nepal's independence, sovereignty, territorial integrity, self-dependence and national unity.

In an interaction organized to seek feedback from the retired chiefs of the national army, the former chiefs expressed serious concern over the current political situation and urged the national army to approach its responsibilities while remaining within the constitutional jurisdiction. Focusing on the Madhes unrest and the hardships facing the people, the former top officers said that the national army should always be prepared for protecting people's lives and property, adhering to the constitutional system and process, in line with the prevailing situation and as per necessity.

During the interaction, the retired generals termed the current political scenario in the southern plains a political problem and urged its resolution without further delay. "However, the retired officers remained hopeful of a political solution with the dissident political parties based in Madhes," said Brigadier General Tara Bahadur Karki, spokesperson of NA.

Issuing a press statement, NA's Directorate of Public Relations (DPR) said that the former army chiefs, speaking in the presence of Chief of Army Staff (CoAS) General Rajendra Chhetri and other generals at NA headquarters, Bhadrakali, expressed serious concern over the prevailing unease in the country.

Four retired army chiefs, among others, highlighted NA's role in settling the crisis, its respect for democracy and contribution in the development of the nation. According to the DPR, the interaction also focused on the present condition of the NA and future responsibilies and challenges. They were also briefed by the various directorates and the CoAS' Command and Instruction, on welfare programs among other matters.

The NA spokesperson said the long experience, knowledge and skills shared by the retired chiefs would be helpful in strengthening and enhancing the capability of the national army. The retired chiefs participating in the interaction were Chhatra Man Singh Gurung, Rookmangud Katwal, Pyar Jung Thapa and Arjun Narsingh Rana. Immediate past CoAS Gaurav Shumsher JB Rana was not able to attend the interaction.

Last week, the government had decided to seek the support of the NA to bring the situation in the restive Madhes districts under control. At a meeting of the Central Security Committee, the government had chalked out a plan of action to jointly mobilize the security agencies. But top NA officials were for taking on additional responsibility only after making further assessments of the situation.

A few months back, the government was criticized for deploying the army in eight districts of the tarai as part of strengthening the arm of the civil authority as per existing laws.
