Historical responsibility

After a more than three-month long vacuum, we finally have the chairman of the Constitutional Committee (CC) in Nepali Congress (NC)-nominated Constituent Assembly (CA) member Nilamber Acharya who defeated his Unified Communist Party of Nepal (Maoist) rival Narayan Kaji Shrestha in an election held Friday. Though the post has to be filled-up within a month after it falls vacant, it had been unoccupied since May 23 after the then CC chairman Madhav Kumar Nepal was elected prime minister.



While we would like to congratulate Acharya – who has all the credentials to do justice to this important post if we are to go by his track record – for the victory, the Maoists also deserve applause for taking part in a democratic exercise. At the same time, the Maoists’ claim that all the non-Maoist parties are conspiring to sideline them holds no water for it was a conscious decision on their part to contest the election and it could have produced just one winner. The Maoists should understand that they have been in the thick of mainstream politics for quite sometime now and that the “my way or highway” mentality will take them nowhere in a democratic arrangement.



There is no doubt that Acharya has a task cut out for him. The constitution-writing process, which has to be completed by May, next year, is already running way behind schedule. Though Acharya is an NC-nominated CA member, he is seen as an independent figure in political circles, and he should use this leverage to reach out to all parties, primarily the Maoists, and immediately put the constitution-writing process back on track. Due to inter-party squabbling, we have already lost three precious months and that should be enough reason for Acharya to approach the task lying ahead of him on a war-footing.



We are confident that a person of Acharya’s caliber is aware that as the head of a constitution-writing coordinating committee, which is entrusted with the task of writing the heart of the constitution “the preamble”, among other things, he will immediately reach out to all the political parties and coordinate with the CA Chairman Subas Nembang to amicably and successfully give fruition to the historical responsibility of writing the constitution placed on their shoulders by none other than the people of Nepal.
