During the meeting, the World Bank also said that frequent transfer of key project officials was affecting these projects. It also said the low spending capacity of many projects was restricting proper utilization of financial resources.

“In many cases the government has not been able to come up with adequate matching funds which is affecting project implementation,” a statement issued by the finance ministry said quoting World Bank officials.

In response, Finance Secretary Santa Raj Subedi pledged to address the issues. “Many ministries have also entered into performance contracts with project chiefs, which will have a positive impact on the projects,” the statement quoted the finance secretary as saying.
