KATHMANDU, Feb 16: Liberation Tigers of Tarai Eelam, a little-known armed group operating in the Tarai, has formed a four-member panel to hold talks with the government. According to Nepal FM, Ram Lochan Thakur heads the panel. It is the fifth armed group to hold talks with the government.
