Motion of public importance tabled in HoR

KATHMANDU, June 28: Lawmaker Khagaraj Adhikari tabled the motion of public importance, drawing the government's attention to make appropriate arrangement for under construction drinking water, road, bridge and irrigation projects. 

In today's meeting of the House of Representatives, lawmaker Adhikari tabled the motion of public importance for the selection of drinking water projects, roads, drainage, irrigation and other projects in the fiscal year 2075/076 and make arrangement to hand over the projects to the concerned province government and local levels. 

Saying the constitution has divided rights of centre, provinces and local bodies, he said although under construction drinking water projects, roads, bridges, drainage, irrigation and other projects have been handed over to the provinces and local levels, there is lack of necessary equipments, means, resources and human resources. 

Seconding the motion, lawmaker Bishal Bhattarai said that the government should complete the projects initiated by another government and such projects should not be left in limbo. 

Supporting the proposal, another lawmaker Durba Kumar Shahi expressed the view that it would be appropriate to start new projects only after handing over the projects after completing the construction works of project related to drinking water, roads, drainage, bridges and irrigation. 

Taking part in the discussion over the motion, parliamentarian Bishwokarma said that doubt has arisen due to motion of public importance tabled by the lawmakers of ruling parties at a time when discussion on appropriation bill was underway. 

He blamed that although issues of public importance motion are important, the motion was brought by lawmakers of ruling parties to express dissatisfaction as the result of discriminatory behaviour of the government in budget allocation. 

Similarly, Atahar Kamal Musalman said that the federal government should carry out monitoring the development projects while Ghanshyam Khatiwada although the constitution has clearly mentioned about division of power of all three levels, the central government should complete the under construction projects. 

Likewise, Yagya Sunuwar said that lawmakers should take the motion of public importance seriously while Bhawani Prasad Khapung suggested to make arrangement of required number of technical human resources and budget determining the deadline for the construction of projects at provinces and local levels as per the construction. 

Other lawmakers—Ganesh Singh Thagunna, Rita Neupane, Ganesh Pahadi, Krishna Kumar Shrestha, Mahesh Basent, Laxman Lal Karna, Prem Bahadur Ale, Yagya Bahadur Bogati, Bimala BK, Sarita Kumari Giri and Prem Suwal, among others stressed the need of handing over the under construction projects to local levels after completing the projects by federal government. 

Lawmaker Adhikari filed had on June 12 filed the motion at the Secretariat of the Federal Parliament, saying it was necessity to complete the development construction projects on time. RSS
