KATHMANDU, Aug 30: Prime Minister Dr Baburam Bhattarai on Tuesday asked the government secretaries to come up with relief programs for the general public.

During his first meeting with the government secretaries at the National Planning Commission, PM Bhattarai assured the top government officials that the government would not transfer them for at least a month just for the sake of appeasing any individual or group. [break]

“People should get a sense of relief within a month,” Bhattarai said, adding, “I expect a concrete action plan from you all.” Bhattarai also said that he expected the action plan to be implemented without delay. “Merely bringing the action plan would not suffice,” he said, “People can only heave a sigh of relief when the action plan gets implemented.”

Bhattarai also directed the secretaries to take action against those failing to fulfill their responsibilities effectively. “One need not fear arbitrary transfers,” he implied, “The government will evaluate the officials on the basis of their work performance.”

The prime minister also asked secretaries to maintain transparency in their work.

“Let´s take an initiative,” he said, “It might have a humble beginning but our work should set an example.”

PM Bhattarai asked the secretaries not to work under anyone´s pressure. “I would also like to request you to maintain zero tolerance on corruption.” He also urged secretaries to promote good governance and warned them against involvement in irregularities.

He also suggested to the secretaries to change their traditional mindset. “Change your attitude, thoughts and working style,” he said, “That will definitely bring positive changes in the society.”

Bhattarai instructed the officials to control price hike, black marketeering and ensure smooth supply of essential commodities.

Stating that peace process and constitution writing are his top priority, Bhattarai sought support from the secretaries to bring his plans into action. “I would like to request all the government officials to support the government in concluding the peace process and writing the new constitution,” he added.

PM Bhattarai had also held consultations with heads of security agencies and directed them to improve security situation in the country.
