Talks aimed at ending House impasse inconclusive

KATHMANDU, March 1: Talks among five ruling parties and two opposition parties -- Nepali Congress (NC) and Tarai-Madhesh Democratic Party (TMDP) -- aimed at ending the parliament impasse ended inconclusively Wednesday. Deputy Prime Minister Bam Dev Gautam had called the talks.



Gautam had urged the parties not to obstruct the parliament session until Prime Minister Pushpa Kamal Dahal returns home from visits to Norway and Finland on March 4.



The main opposition, NC, at the meeting stressed implementation of the nine-point commitment made by Prime Minister Pushpa Kamal Dahal. Dahal had during the previous session of the parliament pledged to take initiative for returning seized property among other things.



"There was no progress at the talks on the issue as we found the ruling party indifferent toward implementing the prime minister´s commitments," NC Vice President, Ram Chandra Poudel told journalists after the meeting.



Gautam´s own party, the Communist Party of Nepal (Unified Marxist-Leninist), also rejected his request against obstructing the parliament business. "We will not allow the House to go ahead until the administration arrests the culprits involved in the killing (Youth Force district leader) of Prachanda Thaiba," said Surendra Pandey, UML deputy leader in the parliament.



CPN-UML says Maoists were involved in killing Thaiba and the Maoist party is giving protection to the killers.



Gautam, who is also Home Minister, said police cannot arrest anyone under political protection.



Maoist leader Top Bahadur Rayamajhi told journalists, meanwhile, argued that the CPN-UML heads the home administration, there is no point in blaming the Maoists for not arresting the guilty.
