CA members 'misuse' funds

DHANKUTA, March 14: Five Constituent Assembly (CA) members representing Dhankuta district have doled out around Rs 2 million allotted to them for the development of their constituencies to non-governmental organizations (NGO).



Instead of utilizing the money for the betterment of people, they have doled out the amount to NGOs registered in the name of party members. [break]



Hemraj Bhandari, who was elected on Maoist ticket from Dhankuta Constituency No 1, has allotted Rs 250,000 for a library at the Maoists´ party office after getting it approved from the District Development Committee (DDC) under its annual plan and program heading. But nobody knows where the library is.



Similarly Hari Raj Khewa, elected from Dhankuta-2 from the Maoists, has earmarked Rs 235,000 to purchase a generator for Radio Ganatantra stationed at Dharan in Sunsari district.



“We have been forced by the CA members to make payments despite it is against regulations to dole out payments outside the district,” said Local Development Officer (LDO) of Dhankuta Ramadhin Yadav.



Likewise, Durga Linkha, who was elected from the CPN-UML on proportional system, has given Rs 145,000 to the Youth Campaign for Social Transformation, Rs 140,000 to Radio Makalu and Rs 150,000 to Community Forest Consumers Federation, Dhankuta. These organizations are dominated by UML cadres.



Similarly, UML´s CA member Raj Kumar Rai has allocated Rs 150,000 to Local Development Service Association run by UML cadres. Nepali Congress parliamentarian Lila Subba has also allotted Rs 500,000 to the party office building named Martyr Bhim Narayan Shrestha Memorial Building and Rs 215,000 to Dynamic Academy Nepal for conducting house-wiring training.
