Sushil Koirala Memorial Foundation launched

KATHMANDU, Jan 6: At a time when debate continues on whether the parliament can revise the boundary of federal province without the consent of the provincial assembly or not, Nepali Congress (NC) President Sher Bahadur Deuba has argued that the nod from provincial assembly is not required for such revision during the interim period. 

Addressing a function organized to launch Sushil Koirala Memorial Foundation (SKMF) in Kathmandu on Thursday, Deuba said that the argument of the main opposition party, CPN-UML, was against the existing constitutional provision. 

“The amendment of federal boundary cannot be made without the consent of the provincial assembly only if it exists. But since there is provincial assembly at the moment, the current parliament has the authority to amend the boundary of the federal provinces,” he argued. 

While criticizing the UML for prolonged House obstruction, Deuba urged the UML to lift the obstruction to give way out to the current political stalemate. 

“Let us negotiate on the issue. Let us settle the issue of Madhes once and for all through amendment and strengthen the unity between the hill and Madhesh,” Deuba further said. 

The SKMF established to commemorate late Prime Minister Sushil Koirala aims to promote peace, stability, democracy and development at the level of people. While NC General Secretary Shashank Koirala is the general secretary of the body, NC President Sher Bahadur Deuba is its patron. The body has various 11 divisions, a special advisory committee, and a five-member implementation committee.

Speaking on the occasion, various speakers including NC senior leader Ram Chandra Paudel, Prakash Man Singh, UML leader Jhala Nath Khanal and Maoist Center leader Narayan Kaji Shrestha lauded late Koirala's personal integrity, his devotion toward politics and the country, and his simplicity of life. While arguing that late Prime Minister Koirala had taken the initiative to promulgate the new constitution even in the face of political adversity, the speakers argued that the implementation of the new constitution by holding three tiers of election within the stipulate deadline of January 2018 to lead the country toward peace and prosperity would be a true honor to late Koirala.
