A highly placed source at the MoLTM told myrepublica.com that the ministry would conduct a study to gauge the quality of service being provided by different agencies under it, mainly the Department of Foreign Employment (DoFE), before formulating the policy to upgrade the quality of services that they deliver. The study team will be led by the Minister for Labor and Transport Management.
The concept paper envisions decentralization of the DoFE, keeping in view the increasing crowd and subsequent overload of administrative works. At present, the DoFE has been dealing with over 600 files a day with its limited staffers and resources. This is one of the reasons affecting the quality of service being delivered by the DoFE.
Under the existing centralized structure of the DoFE, overseas job aspirants from across the country have to frequent to the capital and go through different administrative procedures to secure foreign jobs. People have to spend a lot of time, energy and money while traveling to the capital city to process their jobs.
The concept paper stresses the need to change the existing structure of MoLTM by establishing foreign employment offices in different parts of the country, besides the DoFE, which will function as the central service provider.
“It is high time we lessened the crowd of aspiring youths at DoFE by opening foreign employment offices at different parts of the country so that services related to foreign employment can be accessed at local level,” the source added.
The source further added that traveling cost and overload of works in DoFE along with growing irregularities and unethical practices would be reduced with the decentralization of DoFE as envisioned in the concept paper.
“Decentralization will be more effective as the country is about to enter into the federal setup,” the source added.
As per the concept paper, the ministry will conduct an in-depth study to develop DoFE as an effective government agency to systematize foreign employment sector.
