Teachers, led by the Nepal Teachers' Federation, have been protesting as their demands were not included in the bill.

The Federation has been putting forth teachers’ demands on issues such as teachers of temporary nature, school employees, child class teachers, promotion of permanent teachers, increment of salary and grade, permanent internal competition, arrangement of retirement, count of temporary service, and salary to be received while obtaining permanent status at a higher level.
Likewise, the Federation has also been raising the issues, including conflict victims and private school teachers, the arrangement of head teachers, the teaching council and departmental action.
Receiving the memorandum of the teachers, RSP's general secretary Kabindra Burlakoti stressed that the government should address the genuine demands of the teachers.
