UML says EU-India statement interferes in internal affairs

KATHMANDU, April 15: The Central Committee meeting of ruling CPN-UML has termed the joint statement issued by the European Union and India as interference in Nepal's internal affairs.

"Concluding that the recent EU-India joint statement was interference in Nepal's internal affairs, this meeting supports the Nepal government's stance on the matter," read a statement issued by the party on Friday. The meeting reiterated the party's full support to the government in its endeavors in safeguarding national interests and maintaining social harmony despite adverse political situations and hindrances from various sectors.The EU-India statement issued last month had asked for "a lasting and inclusive constitutional settlement in Nepal that will address the remaining constitutional issues in a time bound manner".

Taking strong exception to the joint statement, the government of Nepal had said it not only hurts the sentiments of the people of Nepal but also defies the fundamental principle of non-interference in the internal affairs of a country, and is in breach of the UN Charter and the norms of international law.

The party has described the hindrances created in the course of protests against the constitution promulgated by a sovereign Constituent Assembly (CA) as an attack on Nepali people's aspirations. "Moreover, the blockade imposed on Nepal at a time when it was struggling against the crisis resulted from devastating earthquakes was against land-locked country's right to get unhindered transit access and international norms and practice," it said.

Asks govt to hold local election

The ruling party's central body has asked the government to immediately fix the date for local election that hasn't taken place for nearly 20 years. It has also suggested to other political parties to remain prepared for local elections.

Lauds deals with India, China

The central committee meeting has termed Prime Minister KP Sharma Oli's visit to neighboring countries India and China a historic success. It has said the visit by Oli, who is also the party chairman, helped normalize Nepal-India relations that had soured following the Indian blockade of Nepal.

"The meeting has concluded that the agreements on transit, transport and other issues signed during the prime minister's China visit will play important role in Nepal's long-term development," it said.

The party has asked the prime minister to immediately expedite work to prepare detailed survey and designs for proposed railway connection between China and Nepali cities; upgrading of Araniko Highway, Kimathanka-Dhankuta Road and Rasuwaghadi-Galchhi Road; preparatory work for exploration, import and storage of petroleum products; and construction of cross-border transmission lines as agreed during the prime minister's China visit.

"Similarly, the committee draws the government's attention toward effective implementation of agreements and understanding reached with India during the prime minister's India visit," it said.

Concerned over govt failure in rehabilitation, reconstruction

The meeting expressed its serious concerns over the government's failure in rehabilitating the earthquake-displaced people and rebuilding the infrastructures destroyed by the earthquakes even one year after the disaster. "This meeting demands that the government immediately rehabilitate the quake victims and reconstruct the destroyed structures and make these works more effective, fast and result-oriented," it said.

Says govt fails to control black market, artificial scarcity

The ruling party has said the government has utterly failed to ensure availability of cooking gas and other petroleum products and to control artificial scarcity and unusual price hike. The party asked the prime minister, who was present at the meeting, to take stringent action against those involved in black market and control increasing corruption.

The central committee also expressed its concern toward the fact that various important issues were affected due to parliament's failure to formulate its regulations in accordance with the new constitution even six months after the promulgation of the new constitution.

The party has vowed to ensure participation of at least one-third representation of women in each party committee and fifty percent women leadership in local bodies on behalf of the party. It has also asked the party rank and file to make necessary preparations to ensure that either chief or deputy chief at the local bodies is female. "For this, party membership, training and orientation should be carried out in a planned way to groom women leadership," it said.
