'Transport, land revenue, passport and foreign employment services ineffective'

Prem Kumar Rai, the chief commissioner of Commission for the Investigation of Abuse of Authority (CIAA) has said it is necessary to adopt further measures for improvement in order to provide citizens with easier and more efficient services.

KATHMANDU, Feb 10: Prem Kumar Rai, the chief commissioner of the Commission for the Investigation of Abuse of Authority (CIAA), has said that it is necessary to adopt further measures for improvement in order to provide citizens with easier and more efficient services.  


He made this statement while speaking at a program organized on Monday to mark the 34th establishment day of the CIAA.

Although the Government of Nepal has made efforts to expand the use of information technology to make public service delivery predictable, simple, accessible, and systematic, the service delivery of federal offices such as transportation, land revenue, surveying, passport, foreign employment, and immigration has not been as effective as expected, Chief Rai said.  


Rai stated that the services provided by provincial and local governments have become more complex and expensive, preventing people from receiving easy and simple services.  


He further stated that while analyzing the complaints received by the CIAA in the context of public procurement and construction, several concerning trends have been observed.


These include budget allocation without identifying the need and justification, awarding contracts without a procurement plan, collusion in project selection, making payments without completing the program, misusing grants, non-compliance with the Citizens' Charter, involving intermediaries in service delivery, and obstructing service delivery through collusion in irregularities.
