SC seeks explanation for not appointing Dr Mishra as Health Secretary

KATHMANDU, March 17 : The Supreme Court (SC) has issued a show-cause order to the government regarding its decision not to appoint Dr Sangita Kaushal Mishra as Health Secretary.


Dr Mishra, Joint Secretary at the Ministry of Health and Population, filed a writ petition at the Supreme Court on March 14, arguing that she was bypassed for promotion despite seniority. She named the Office of the Prime Minister and Council of Ministers as defendants in her petition.

A single bench of Justice Bal Krishna Dhakal heard the case on Sunday and directed the government to justify its decision. The court has also summoned both parties for further discussions.


On February 24, the cabinet had promoted Dr Bikash Devkota to the position of Health Secretary. Following the decision, Dr Mishra expressed her dissatisfaction, stating she would not work under a junior. She has also accused Health Minister Pradeep Paudel of repeated bias and has demanded his resignation.


Meanwhile, on Friday, Minister Paudel appointed Dr Tanka Barakoti as the Director General of the Department of Health Services.
