KATHMANDU, Dec 2: Election Commission (EC) has scheduled the date for the Proportional Representation (PR) component of the upcoming House of Representatives (HoR) election to officially commence on December 6.
Preparations began after the EC set up the PR Election Officer’s Office at its Kantipath headquarters on Sunday. As per the approved timeline, political parties wishing to contest under the PR electoral system must file their applications between December 6 and 8 from 10 AM to 4 PM.

A list of parties submitting applications will be published on December 12 between 10 AM and 4 PM. The closed list of PR candidates are scheduled to be submitted on December 28 and 29, with the final publication of candidate lists on February 3.
Acting Head of the EC Ram Prasad Bhandari, inaugurated the office. EC Secretary Mahadev Pantha will serve as the PR Election Officer, with Joint Secretary Yagya Prasad Bhattarai as Deputy PR Election Officer. A total of 41 staff members will be deployed for PR election management.
Acting Chief Election Commissioner Bhandari expressed confidence that proportional representation—carried out through a formulaic process with support from the Central Bureau of Statistics—would ensure compliance with legal requirements for ethnic, geographic, gender-based, and other inclusive group classifications, thereby maintaining public trust.
Under current law, the 275-member House of Representatives is elected through a mixed system: 165 members through first-past-the-post (FPTP) and 110 through proportional representation. Candidate nominations for the FPTP seats are scheduled to take place on January 20 at the respective election offices.
Also on Sunday, Finance Minister Rameshwor Prasad Khanal and Law Minister Anil Kumar Sinha met with the Acting Chief Election Commissioner and other commissioners to review pre-election preparations and discuss government support required to ensure smooth conduct of the polls.
