Upadhyay, who is currently working at the Ministry of Industry, is a mechanical engineer. This is probably the first case that the cabinet has picked an engineer for the diplomatic post.
Minister for Industries Mahendra Yadav had proposed in the cabinet meeting that Upadhyay´s be appointed Consulate General of Hong Kong. Administrative experts have denounced Upadhyay´s appointment. A former secretary requesting anonymity said that Upadhyay´s technical background does not permit him to hold the position.
As per the government´s regulation, the joint secretary of the administrative section of the Ministry is qualified for the post.
