Dahal and party general secretary Ram Bahadur Thapa, among other senior leaders, imparted a daylong training to the PLA commanders and vice commanders at the cantonment. All the commanders and vice commanders of the seven PLA divisions were present at the training.
Third Division Commander Dhan Bahadur Maskey asserted that the PLA personnel "were not ready to join the Nepal Army (NA) which was defeated by the PLA". He said they wanted integration of PLA personnel into the NA as per the policy of equal rights to both the armies.

Be patient: Dahal
While the PLA members were insistently raising their demands before Dahal, he repeatedly requested them not to be impatient.
Appreciating the fighters for their support to the peace process, Dahal made further request with them not to lose their patience saying lack of patience might cause serious trouble in the successful conclusion of the peace process.
He vowed that the PLA integration would be carried out as per international values and principles.
