KATHMANDU, Aug 8: Although major four parties have agreed to federate Nepal into six provinces, they are yet to forge accord on other contentions of the new constitution.

Differences still stand on issues pertaining to secularism, election threshold, constitutional court and citizenship.

Nepali Congress (NC) vice-president Ram Chandra Paudel informed that top leaders are discussing on omitting some issues from the preliminary draft of the statute and ensure them by formulating laws.

According to him, parties are in final phase of discussions on splitting Rukum, Nawalparasi and Baglung districts to include them in separate provinces.
