KATHMANDU, Dec 13: Former Chief Justice Kalyan Shrestha has said that parliament should not enact laws without adequate discussion.



Former Chief Justice Shrestha, while speaking at an interactive program on 'Parliament's Role in Promotion of Rule of Law' organized by the Center for Rule of Law in Kathmandu on Tuesday, said that parliament has been making laws without adequate discussion. He raised questions about the role of parliament, saying that important bills are passed without discussion and by suspending the rules.

He said that a law passed without discussion cannot assume legal substance. Former Chief Justice Shrestha emphasized that no law should be made without discussion. He said that MPs should clearly state their views on any issue.


He said that even if their point of argument is in the minority, the parliamentarians should not give up on them. Shrestha said that MPs should have their own self-respect and should not bend their self-respect and autonomy to the instructions of the party.
