"I'd never seen such a disorderliness in my 39 years in government service," under secretary Dhungana told media during an interaction. "Such staffers are burdens for the government."
Similar was the situation at neighboring regional forests directorate, where Dhungana paid inspection visits twice in five days. Dhungana, during his inspection, found that seven high-ranking officials of the office were on deputation.
"Deputation is a normal practice in the civil service. However, top officials in Surkhet, forgetting the dignity of their positions were found to have gone on deputation out of greed for allowances," according to Dhungana. A high-ranking official on deputation gets up to Rs 2000 per day as allowance.
Dhungana said the chiefs of most of the regional offices in Surkhet were found to have gone on deputation to augment their income. According to him, several senior officials were found to have attended functions that were supposed to be attended by junior officials.
During monitoring at regional livestock service directorate, urban development and building construction division office, division roads office, regional irrigation, regional education directorate and Nepal Electricity Authority among others, many staffers were found coming to office late, according to Dhungana. He added that officials were not in the office uniform provided by the government and they were not carrying identity cards.
