KATHMANDU, Nov 26: Representatives of the Nepal Teachers’ Association (NTA) met Education Minister Mahabir Pun on Wednesday to discuss their demands.
After the meeting, Minister Pun said the government is unable to immediately implement the nine-point agreement signed by the previous government because the required budget had not been allocated. He explained that although the former government made commitments, many of the provisions cannot be executed without financial resources.

However, NTA President Laxmikishor Subedi said a change in government does not change the state’s responsibility and the commitments must still be fulfilled.
Speaking to Republica, Subedi said, “That budget can be managed. These excuses are not acceptable. Teachers need what was agreed—local allowances, grade harmonization and everything. It is not such a massive or unmanageable financial burden.”
Subedi added that the minister has said he will consult the finance minister and relevant secretaries on the matter. The NTA’s key demands include local allowances, grade harmonization, and the full implementation of the previously signed nine-point agreement.
