Prasai was arrested on Monday night from his residence in Thimi, Bhaktapur following his sporadic call to protest, reinstate monarch and urging youth to come out to the street for mass protest against the political system. He is also questioning the authenticity of the current government.
NHRC officials had visited Prasai at the Kathmandu District Police Complex in Bhadrakali to know about his condition on Tuesday, where they met both Prasai and the concerned police officials to gather details of the incident.
Police informed NHRC that he was arrested for investigation on grounds related to public order and security, and that a formal arrest and detention warrant had been issued. His health condition was reported to be normal.
The NHRC noted that maintaining peace and security becomes a foremost responsibility of the government, particularly at a time when the political climate is shifting and elections have already been announced. It emphasised, however, that the responsibility to uphold peace is shared by both the state and its citizens, and that public cooperation is essential.
The constitutional body cautioned the government that no individual should be arrested solely for their thoughts or expressions.
