NC still undecided over party statute

KATHMANDU, Feb 22: With only 10 days remaining for the Nepali Congress general convention to kick off, the party has yet to finalize its new statute to be endorsed from the convention.

As a result, party leaders are undecided what positions they should run for in the upcoming general convention. Although a statute amendment committee of the party has already submitted its report recommending increasing the number of office bearers and expanding the central committee, the party has yet to discuss the issue.


Though the statute amendment committee has recommended creating three vice presidential posts including a senior vice-president, three deputy general secretaries, leaders loyal to Sher Bahadur faction and a few within the establishment faction are still at odds over the proposal.

The party has summoned its central working committee meeting for Tuesday, to discuss various issues relating to party general convention, including the party statute.

"We have submitted a report suggesting that the central committee be expanded to 97 members from the existing 85 and election of a senior vice president from the general convention," said statute amendment committee member Jivan Pariyar. "But senior party leaders are yet to respond over the report."

According to Pariyar they have recommended that two other vice presidents -- including a woman -- be nominated by the elected party president, nominating party treasurer instead of electing, and incresing the number of deputy general secretaries.

The proposal to increase the number of office bearers and central committee members needs to be endorsed from the general convention ahead of the election procedures that elect new leadership.

However, another member of the committee Prakash Saran Mahat claimed that it is less likely to increase the office bearers or central committee as the report of the committee was not unanimous and the proposal was optional only.

"We oppose the idea of expanding the central committee members and increasing the number of office bearers both, so the proposal is less likely to be endorsed from the general convention," said Mahat.

He, however said that the delay in finalizing the party statute has been affecting the party general convention preparations. "The statute should have been finalized a few months prior to the general convention but we have very little time left now if any revisions is needed," he said.

Coordinator of the statute amendment committee, Ananda Dhungana said the committee has already accomplished its task. "It has been nearly a month since we submitted the committee report, but the party central committee is yet to discuss it," said Dhungana.

Representatives for general convention yet to be finalized

With the party general convention fast approaching, the party is yet to finalize convention representatives from 16 constituencies and party sister wings. The convetions have been delayed due to disuptes. Conventions in all seven constituencies in Dhanusha, and a few in Bara, Parsa, Rasuwa and Darchula districts have been delayed. Each constituency will elect 12 representatives for the party general convention.

District conventions in some districts only after general convention

Following disputes and some technical hindrances the party has decided to hold district conventions in some districts only after the party's general convention. The party had yet to conclude convention in 15 districts by Sunday.

District conventions in Dolpa, Kanchanpur and Bajhang have been postponed and they will be held after the general convention. Similarly, district conventions in eight districts in province-2 have yet to be concluded due to disputes and delay in concluding local conventions.

"Delay in districts convention will not affect the general convention but delay in constituency-level conventions will certainly have an impact," said election committee member Gopal Krishna Ghimire.

District conventions in Rasuwa, Solukhumbu and Darchula had not concluded by Sunday.
