According to NC CWC member Dr Prakash Sharan Mahat, the meeting took the decision as the party does not have enough time for the preparation as the prime ministerial election is just round the corner. [break]
The fifth round of prime ministerial election is scheduled for August 18.
An informal meeting of the party´s office bearers on Sunday morning had proposed to hold the convention from September 9 to 14. However, the proposal was amended by the CWC meeting as the date coincided with Teej, an important festival of Nepali women.
NC is yet to hold village, municipal and election constituency level convention in 13 districts. District level convention of the party is scheduled for August 12.
This is the third time NC deferred its 12th convention.
A CWC meeting of the party held in September, 2007 had decided to hold 12th convention by August 31, 2008. As the party failed to hold the convention on time, the party sought one year extension with the Election Commission (EC) and decided to hold the convention from March 10 to 14.

As per the existing provision of the party, the NC must hold its 12th convention by August 30. Sources said the latest decision to defer the convention yet again comes after EC gave its nod saying that the party has already begun the process of the convention.
Meanwhile, the CWC meeting decided that the party´s liaison committees based in foreign countries with over 1,000 active members can have maximum 14 convention representatives.
According to NC General Secretary Bimalendra Nidhi, such a committee with over 500 active members can send a maximum of seven representatives for the convention. A liaison committee with less than 100 active members will have one observer in the convention.
Currently, NC has a total of 1,039 active members in the liaison committee based in India and 500 plus active members in those based in Japan, UK, Belgium and Quatar, among other countries.
Among other things, the CWC meeting also authorized central working committee of the concerned sister organizations of the party to nominate convention representatives as per the number specified in the party´s statute.
