License to casino only after determining separate place: House panel

KATHMANDU, Sept 7: A parliamentary sub-committee has prepared a report to provide license to run casinos only after determining separate place for them.

Monday's meeting of the International Relations and Labor Committee under the Legislature-Parliament approved the report presented by sub-committee coordinator Min Bahadur Bishwokarma that was formed to carry out a study on casinos’ operation.


On the occasion, Coordinator Bishwokarma said that the report has pointed out the need of moving ahead by making the casino systematic though it was not an issue of pride to run the casinos.

He said, "It is necessary to assess its impacts on society. It is necessary to regulate, control and manage in time while giving permission to run the casinos."

The report has also suggested to make casino owners responsible and to guarantee welfare and rights including timely and decent salary for the workers.

On the occasion, members of the sub-committee also suggested the government to give permission to run casinos only after establishing a separate ‘casino village’ some five kilometers away from the city area.

The meeting also decided to give responsibility to lawmakers Bal Bahadur KC, Som Prasad Pandey and Shyam Shrestha to give a final touch to the annual report of the committee.

The committee members also suggested that the committee's directions should be implemented mandatorily and the committee should be made stronger.

They also said that the Nepal Airlines Corporation has been facing problems as Commission for the Investigation of Abuse of Authority (CIAA) is trying to stop from purchasing another aircraft. They expressed the view that delay in purchasing new aircraft has pushed the country back in tourism and development of aviation sector.

The lawmakers also stressed that the process of the works of the government should be reviewed and amended as well as the parliamentary committee should not direct the government unnecessarily by going out from its jurisdiction.

Committee members Madhav Kumar Nepal, Bal Bahadur KC, Som Prasad Pandey, Ambar Sharma, Rajan Bhattarai, Shyam Shrestha, Pemba Lama, Min Bahadur Bishwokarma and Lalbabu Pandit, among others shared about the studies and directions made by the committee in regard to the Ministry of Foreign Affairs, Labor and Employment, and Ministry of Culture, Tourism and Civil Aviation in last one year.
