Guragai accused Pandey of obstructing him from entering the office on April 3—the day he resumed duties after a long leave. He claimed Pandey illegally deployed metropolitan police without authorization and acted inappropriately upon his arrival.
Guragai further stated that Pandey ordered the wheel lock of his official vehicle, effectively preventing him from entering the office. He also alleged that Pandey blocked the path of elected representatives inside the premises, behaved indecently, and locked the Chief Administrative Officer's office.
The notice had warned that if Pandey did not submit a clarification within seven days, or if the explanation was deemed unsatisfactory, action would be taken as per the law. Pandey submitted his clarification today in response to this.
