The committee earlier summoned the minister for general administration, chief secretary and other top officials over controversial transfers and promotions in various ministries in the recent days.[break]
But, the committee decided to summon the prime minister because ministers, state ministers and secretaries themselves were reportedly in serious dispute in each other.
"We decided to summon the prime minister because in entirety the executive head is the one who is responsible for maintaining good governance in the country," SAC Secretary Mukunda Sharma told Republica.
Some of the ministers have bitter relationship with the secretaries in their own ministries such as the Minister for Irrigation Mahendra Yadav and secretary at the ministry Brinda Hada.
Similarly, some ministers and state ministers within the same ministries don´t have warm relationship with each other.
