KATHMANDU, Aug 7 : The Education, Health and Information Technology Committee under the House of Representatives (HoR) has endorsed a proposal to promote teachers through three different methods.
In a meeting held Thursday at the committee secretariat in Singha Durbar, the committee approved the Ministry of Education, Science and Technology’s proposal presented by Secretary Chudamani Paudel. The proposal outlines promotion criteria based on internal competition, seniority with performance evaluation and capacity assessment.
Why teachers are important
For basic level teachers, third class teachers will be promoted 100 percent through open competition, second class promotions will be split (20 percent through internal competition, 40 percent based on seniority and performance and 40 percent on capacity evaluation) and first class promotions will be 10 percent through internal competition and 45 percent each from the other two categories.
For secondary level teachers, the promotion criteria are categorized by teaching ranks. Third class teachers will receive 80 percent of their promotions through open competition and 20 percent through internal competition. For second class teachers, 20 percent of promotions will be through internal competition, 40 percent based on seniority and performance and the remaining 40 percent through capacity assessment.
Similarly, for first class teachers, 10 percent of promotions will come from internal competition, while 45 percent each will be allocated based on seniority/performance and capacity assessment. Committee members unanimously applauded and endorsed the proposal during the session.
