KATHMANDU, March 6: The government has temporarily suspended the requirement to conduct property transactions above Rs 30 million through licensed companies within metropolitan and sub-metropolitan areas.
The Department of Land Management and Archive issued a notice on Wednesday (March 3), directing subordinate land offices not to implement the circular issued on February 20 and to continue transactions using the previous procedures.

According to DoLMA, Rule 23(b) of the Land Regulation, 2036 requires licensed individuals or institutions to operate a “Land Service Center” and process transactions via the land information system. However, the 36 licensed companies have not yet received permission to operate these centers, and technical preparations are still pending. Therefore, the rule will remain suspended until further notice.
Earlier, the DoLMA had published a list of licensed companies under Section 26(a) of the Land Act, 2034. Under the prior arrangement, starting March 9, property transactions exceeding Rs 30 million in various metropolitan and sub-metropolitan areas were required to involve these licensed companies.
The decision was intended to make property dealings more organized and transparent, affecting land offices in cities like Kathmandu, Lalitpur, Bharatpur, Birgunj, and Biratnagar, as well as 11 sub-metropolitan areas.
With the latest directive, citizens can now continue registering, transferring, or selling high-value properties through the traditional process. The mandatory involvement of licensed companies will only resume once they are authorized to operate Land Service Centers.
