Gajurel proposed as vice-chairman, Gurung, Chand for secretaries

KATHMANDU, June 25: Leaders of the newly-formed CPN-Maoist party tabled a proposal to elect CP Gajurel as vice-chairman and Dev Gurung and Netra Bikram Chand as secretaries, at the Central Committee meeting on Monday.



The party had already elected Mohan Baidya as its chairman, Ram Bahadur Thapa as general secretary and some other leaders as Standing Committee members at the national conclave that decided to break away from the UCPN (Maoist) party to form the CPN-Maoist.[break]



Party Chairman Baidya and General Secretary Thapa tabled various documents including the party´s political, organizational and financial reports, at the meeting that lasted six hours. Central Committee members are to hold discussions over the proposal.



"Also, a proposal to form six central bureaus has been presented. This time, we have proposed that Politburo members will head the central bureaus whereas Standing Committee members used to head such bureaus in the UCPN (Maoist)," said the new party´s Politburo member, Khadga Bahadur Bishwakarma.



Leaders said the CC meeting has discussed ways to give the new party a cadres-based orientation and not expand it as a mass-based party.



The Politburo and Standing Committee came up with the proposal at meetings held earlier and floated it for discussion among CC members.



Standing Committee member Dev Gurung said they decided to develop the party as a cadre-based organization after learning "lessons from the failures of our mother party, UCPN (Maoist)."



The party also decided to end the system of nominating party leaders for various posts in the party organization. "Such a practice promoted the culture of sycophancy instead of promoting party members on the basis of their performance and efficiency," Gurung explained.



He said they have proposed to promote collective leadership and a system of taking decisions strictly through party committees instead of centralizing authority in a particular leader. "We took this decision because our previous party was ruined due to the system of decision making solely by the party chairman," said Gurung.
