The scheduled meeting of the CC was to discuss the way ahead in constitution-drafting process. The committee´s task of preparing first draft of the constitution has been delayed owing to sharp differences among the parties on constitutional provisions.
The CC is yet to receive reports from the Committee on State Restructuring, crucial for the new constitution. The CC is planning to form a sub-committee comprising top leaders to settle some differences and send other more contentious issues to a full CA meeting to resolve them through voting.
According to CC chairman Acharya, his committee can begin work on constitution drafting only after the top leaders agree on system of governance, electoral system, form of legislature, form of cabinet and state restructuring.
