Civil servants stage sit-in at Singha Durbar demanding enactment of Civil Service Bill

With the streets of the capital already heaving with the ongoing protest by teachers, another group of government employees, civil servants, have started a protest in the capital demanding enactment of the Federal Civil Service Bill 2024.

KATHMANDU, April 18: With the streets of the capital already heaving with the ongoing protest by teachers, another group of government employees, civil servants, have started a protest in the capital demanding enactment of the Federal Civil Service Bill 2024.


Government employees staged a sit-in protest in front of the State Affairs and Good Governance Committee meeting hall at Singha Durbar on Friday.


Led by the Joint Trade Union Coordination Center (JTUCC), which had earlier warned of protests at the end of Chaitra 2081, the employees held the demonstration ahead of the State Affairs and Good Governance Committee meeting.


As part of the demonstrations, they planned to submit memorandums to the Minister for Federal Affairs, the Ministry of Law, Justice and Parliamentary Affairs, and the Chief Secretary. The sit-in was held prior to submitting the memorandums.

The protest comes a day after the JTUCC announced a series of protest programs.


The JTUCC submitted an 11-point memorandum to the State Affairs and Good Governance Committee on Thursday.


During the event held at Singha Durbar, the JTUCC handed over the memorandum to Committee Chairperson Ram Hari Khatiwada, demanding the immediate introduction of the Federal Civil Service Act and addressing the basic needs of civil servants.


Upon receiving the memorandum, Chairperson Khatiwada assured that a law would be introduced to manage civil servant facilities to the extent possible within the state's resources and capacity.


The Federal Civil Service Bill was submitted to the Federal Parliament Secretariat on March 4, 2024. The Ministry of Federal Affairs and General Administration (MoFAGA) had brought the Bill to the House of Representatives for registration.


The bill was eventually tabled at the House of Representatives by then Minister for Federal Affairs and General Administration, Bhanu Bhakta Joshi on March 14, 2024.


On the occasion, Minister Joshi had said the legislation has been brought to address the need of operating and managing the laws related to the service, terms and conditions and perks and benefits of government employees in line with the federal set-up. According to him, the bill was brought to implement the administrative restructuring in tune with the restructuring of the State.
