According to a report prepared by a four-member probe team led by former secretary Nagendra Prasad Ghimire, the cabin attendant told the captain in the cockpit that it would be a big burden if they diverted to New Delhi. "The captain then responded that weather was getting better and they should land here," the report said, mentioning that decision to land was the wrong decision taken by the cabin crew.
As per the report, it was the first flight of the captain to Kathmandu airport and third but first Required Navigation Performance (RNP) and Area Navigation (RNAV) approach of the co-pilot.

"The cabin crew thought that the RNP approach would bring them directly to the runway but during the second approach when the aircraft was at 880feet above ground level (AGL), Air Traffic Controller asked the flight crew if the runway was in sight. The flight crew responded that they were not able to see the runway but continuing, which shows that the crews were not following the Standard operating Procedure of company and standard procedure of RNAV RNP approach," the report said.
