Cabinet assigns NPC for reconstruction works

KATHMANDU, Nov 19: The meeting of the Council of Ministers Thursday decided to accept the loan of Rs 1.57 billion to be obtained from the Japanese Fund for the Asian Development Bank-run poverty alleviation.

The grant assistance will be spent for the minimization of disaster risk for the earthquake-affected community, improvement of their livelihood and rehabilitation efforts, according to Spokesperson for the Government and Minister for Information and Communications Technology Sherdhan Rai.


Besides, the government has agreed to accept Rs 23.04 billion loan assistance promised by Japan for the reconstruction of emergency schools and housing during the International Conference on Nepal's Reconstruction hosted by Nepal on June 25 in the aftermath of the April earthquake.

The meeting decided to adopt all sorts of alternative to ease the supplies affected by India's unofficial blockade on the country, maintain transparency in the distribution of available fuel, control black marketing of daily essentials and supply fuel to ambulance, school buses, dairy and water tankers from the assigned depots.

Decision was also taken to streamline the effectiveness of a mechanism formed under the coordination of the Secretary of the Prime Minister's Office to take action against rising black marketing of daily essentials.

The cabinet also instructed all the concerned ministries to make arrangement for weekly security plan for distribution of cooking gas, fuel among other essential commodities and inform the public on the distribution of the goods.

The cabinet decided to give utmost priority to a dialogue with the Indian government which has remained in a limbo, with an aim to seek a conclusion from a higher footing.

The works pertaining to the reconstruction phase in the aftermath of the massive earthquake would be taken through the National Planning Commission until the reconstruction authority related bill sees passage through the Parliament for undertaking reconstructions of the destroyed infrastructures.
