The meeting decided that the CA will convene "a formal national ceremony" on Sunday at 5 pm to announce before the Nepali people the commencement of the new constitution.CA Chairman Subas Nembang will sign the copy of the new constitution and hand it over to President Ram Baran Yadav at the ceremony and the head of state will unveil the charter before the public at the same function, reads the proposal endorsed by the House meeting on Tuesday.
The three major political parties took the decision to endorse the proposal from the CA meeting as the president reportedly didn't confirm his participation in the ceremony on the day as fixed by the three major political parties -- Nepali Congress (NC), CPN-UML and UCPN (Maoist) -- on Monday.
As per the three-party decision, Prime Minister Sushil Koirala and CA Chairman Nembang reached the president's office on Tuesday morning to extend the invitation for the ceremony to the president.
The president however didn't confirm it despite the two top leaders' request.
NC Chief Whip Chinkaji Shrestha tabled the proposal at the CA meeting and UML Chief Whip Agni Kharel and UCPN (Maoist) Chief Whip Giriraj Mani Pokharel seconded it. The meeting passed the proposal unanimously.
As of Tuesday, the CA endorsed 176 articles in clause-wise voting through voice votes and officials at the CA secretariat have assumed that the clause-wise voting will be concluded by Wednesday evening. After that, the constitution bill will be passed in its entirety at one go by two-thirds majority in proper division of votes with signatures of lawmakers.
