President Dr Ram Baran Yadav on Wednesday appointed Bhattarai to the post on recommendation of Speaker Subas Nembang.
Bhattarai had been working as the acting general secretary for the last two years. The post is at par with the post of chief secretary. Born in Tanahun in 1955, Bhattarai entered the parliament service in 1980.
He received his post-graduate diploma from the Institution of Social Studies, the Hague, and Master of Arts in International Relations from International University of Japan. He also worked in US Congress under Congressional Fellowship Program from 1992 to 1993.
