"If the constitution is not promulgated within May 28, the party with guns will seize the power," Gautam said inaugurating the third district convention of UML affiliated Peasant Federation in Gorkha.
The primary task of the present government is to promulgate new constitution and bring the peace process to its positive end, he said.
He said there have been continuous efforts to forge consensus among political parties on the protracted political issues. Gautam asked the Maoist party to return seized property and cooperate in maintaining the law and order situation in the country.
