KATHMANDU, Aug 13: The National Vigilance Center (NVC) has demanded clear demarcation of its jurisdiction, saying the Commission for the Investigation of Abuse of Authority (CIAA) with corresponding jurisdiction has led to conflict of jurisdiction between the two bodies.
In its annual report for the fiscal year 2014/15 unveiled on Wednesday, the NVC has recommended to the government that a separate act for NVC should be formulated to avoid conflict of jurisdiction between the two anti-graft bodies.
NVC Secretary Ramesh Kumar Sharma submitted the report to Prime Minister Sushil Koirala at his residence Baluwatar on Wednesday.
The report says that duplication in investigation of corruption complaints have occurred in lack of clear demarcation of jurisdiction between the NVC and the CIAA. It also stated that there have been cases when the two bodies have issued separate directives in the same case."
"This has led to confusion with most directives going unimplement"d," said Sharma at a press conference held at Singha Durbar after submitting the report to the prime minister.

He said the NVC forwarded 158 corruption cases to the CIAA in the last fiscal year for further investigatio". "But the CIAA has filed only two cases at the Special Court so far. Had there not been conflict of jurisdiction between the two bodies, NVC itself would have taken these corruption cases to a logical e"d," he said.
The NVC in its annual report has also complained that many government bodies do not heed to its directives. It says concerned authorities do not furnish clarifications and provide other details on time.
In March, the NVC had sought details of district-wise budget distribution for relief and rescue efforts from all the ministries. But 14 ministries have yet to submit the details, according to the report.
In the fiscal year 2014/15, the NVC settled altogether 1,098 of total 1,588 corruption cases.
In the last fiscal year, 973 cases were filed while there were 615 pending cases from the fiscal year 2013/14.
Most of the corruption cases were filed against offices under the Ministry of Education, the Ministry of Federal Affairs and Local Development, Home Ministry and the Ministry of Health and Population.
