A meeting of party district committee presidents held at party headquarters, Sanepa on Monday decided to send an amendment proposal to the party central working committee (CWC) meeting scheduled for Wednesday. [break]
NC Nuwakot District Committee President Jagadish Narsing KC said, “We will hold discussions with legal experts before proposing an amendment to the party statute endorsed by the Mahasamiti meeting last year.”
The district committee presidents have demanded that active membership of the party be distributed every year between mid-February and mid-April and a Rs 5 annual levy imposed on all active members. They also demand that active party membership not be distributed in a general convention year.
Seven district committee presidents including KC (Nuwakot), Ram Nath Adhikari (Dhading), Sanjaya Gautam (Bardiya), Tapta Bahadur Bista (Surkhet), Prakash Sharma Poudel (Baglung), Karna Bahadur Malla (Dadeldhura) and Ang Gelu Sherpa (Solukhumbu) have formed a committee to push for the amendment.
During a meeting Monday, the district committee presidents concluded that provisions in the party statute had unnecessarily constrained the district committee presidents. “The party statute has tied the hands of the district committee presidents when it comes to distributing active party membership and expanding party organizations across the districts,” KC added.
As per the statute, NC cadres must be active members for five years to become secretary of a party district committee. However, this does not apply to the vice-president of a party district committee and any new active member can stake a claim to that post.
The district committee presidents have also expressed reservations over the provision barring district committee presidents from contesting the post of party CWC member. A district committee president should first shed his/her post to file nominations for CWC member. “We feel this is not fair,” said KC.
