MoCIT's 10-point reform plan of actions approved

KATHMANDU, April 7: The Ministry of Communications and Information Technology (MoCIT) has approved a comprehensive plan of action with a 10-point reforms program so as to contribute to effectively implementing a results-based governance management system. 



The plan of action has been put in place by designating key functions, performance indicators, timeline and responsible authority to make public service delivery citizen-friendly, smooth, transparent and tech-savvy in accordance with the March 27 cabinet decision of the Nepal government, according to the ministry's spokesperson, Udaya Bahadur Ranamagar. 


According to him, various programs with ten priorities have been approved with the goal of strengthening the concept of digital governance while making service delivery easier, reducing costs, and saving time. 


The ministry plans to devise an integrated application system within 45 days by integrating various government services, including police reports, passports, and driving licenses, through the citizen app. 


Among them, the system for obtaining police reports through the citizen app has already been implemented.

The postal service will develop into a government courier service within 90 days to deliver government services directly to citizens’ homes. It has been reported that a review of postal routes will be completed by the end of Baisakh 2083 to reduce service delivery time and costs.


Likewise, all documents including passports, driving licenses, educational certificates, and Nepal Telecom SIM cards will be delivered to distribution centers in all districts via postal services. 


Additionally, arrangements will be made to safely transport medical test samples to laboratories. 


It has been reported that, within 24 hours of receiving details from the Department of Transport Management, high-quality driving licenses are being printed and handed over using the advanced printing machine at the security printing center. 


The target is to complete the printing of approximately 2.9 million licenses by the end of Ashar (mid-June). 


In collaboration with the Nepal Telecommunications Authority, the system will be implemented to improve mobile data services by sending notifications to customers after 90% of data is used, providing 'Pay-As-You-Go (PAYG)' options, and enabling service operation under a subscription model. 


The government will enhance over 250 user-friendly websites and mobile applications. Within 30 days, policy arrangements related to 4G will be amended, and additional frequencies will be provided to improve the quality of such services.


The 'One-Time KYC' system will be implemented within 30 days so that customers using Nepal Telecom services do not need to resubmit information they have already provided. 


According to the ministry, services under the system-based telecommunications, including e-SIM distribution, complaint management, retrieval of lost SIMs, and ownership transfer, will be fully available online within 30 days.


The ministry stated that a 'single point of service' help desk will be established to ensure straightforward access to telecommunications services, and such help desks will be set up in all Nepal Telecom offices. 


Similarly, relevant bills related to information technology, digital governance, cyber security, data protection, and artificial intelligence will be drafted within 90 days to ensure policy compliance. 


The ministry expressed its commitment to implement all programs according to the approved action plan within the specified timeframe, making public service delivery more effective, transparent, and citizen-friendly.
