Constitution only thru CA: Dahal

KATHMANDU, July 10: UCPN (Maoist) Chairman Pushpa Kamal Dahal in his political document presented at the party´s politburo meeting on Monday has said that the party should stand for drafting a new constitution only through the Constituent Assembly (CA).



But Dahal´s document is silent on how the CA should be formed leaving room for the party to choose between between a fresh CA elections and reinstatement of the dissolved CA.[break]



"The party´s action plan of peace and constitution has not failed; it just remains unfinished. This action plan will be continued. We should draft a new constitution through a Constituent Assembly," politburo member Ninu Chapagain quoting Dahal´s document said.



Dahal has also highlighted the achievements made by the party following its adoption of the action plan of peace and constitution. He said the end of monrachy and the country heading for identity-based federalism were major achievements. "It is no less than the new democratic revolution," Chapagain quoting Dahal´s document said.







Dahal´s document appears to be in response to Mohan Baidya´s allegation that the party´s action plan of peace and constitution has failed.



In the 38-page document, Dahal has defended the party´s decision to hand over keys of the arms containers and handover of the cantonments to the Nepal Army saying the decisions brought the party on to the right track.



Also, Dahal has termed the newly-formed CPN-Maoist as politically "liquidisanist" and theoretically "dogmatist".



Dahal has regretted his party´s decision to allow discussion on dissenting views by the lower levels of the party organization.



"The decision was made in line with the policy of practising internal democracy to save the party from split. But the idea did not work because we couldn´t save the party from vertical split," another politburo member quoted Dahal as saying at the meeting.



The document also proposes to end group-ism in the party. Also last year, at a meeting of leaders close to him and Bhattarai at Hotel Summit, Dahal had first proposed ending groupism in the party. But, Bhattarai has been expressing disagreement over the proposal.



"Dahal´s document states that factions will be dissolved but ideological groups will remain," said Chapagain.
