Gautam committed suicide by hanging from the ceiling of his own house, said Sub-Inspector of the Area Police Office, Belbari, Chandra Basnet.
He was injured in the Belbari massacre on April 25, 2006. Gautam was among those who had gone to a nearby army´s security base camp to protest the gang rape and murder of 22-year old local woman, Sapana Gurung, by armymen. A firing by armymen from the camp killed seven and injured 22 people.
The bullet fired by the army had gone through the back of Gautam´s ear and out of his mouth. Seriously injured Gautam had been living a painful life for lack of complete treatment.
A parliamentary panel that had investigated Belbari carnage recommended the government to take action against 16 soldiers, including two officers.
Pari Thapa, head of the panel, said the 16 soldiers, who were found to be involved in indiscriminate firing on people, should be punished in accordance with Military Act 2016 BS. According to the investigative team´s report, on April 25, 2006, Captain Prahlad Thapa Magar and Corporals Bir Bahadur Mahra and Nirmal Kumar Pant had gangraped Gurung after abducting her and later shot her dead near the security camp the same night. When the locals went to the camp to protest the rape and murder, the soldiers fired at them.
The panel also recommended action against the Chief of the NA´s Eastern Regional Headquarters Om Bahadur Pun and Brigadier General Pawan Bahadur Pandey and Lieutenant Colonel Sanu Tamang for not being able to maintain law and order and discipline in their organization.
