7-pt deal to be debated hotly in Cambodia

HONG KONG, Feb 23: The seven-point deal reached between UCPN (Maoist) Chairman Pushpa Kamal Dahal and CPN (UML) Chairman Jhalanath Khanal, which has been a subject of bitter controversy in the UML, is likely to be debated hotly at the Nepal peace summit scheduled for March 2, 2011 in Cambodia.



Dahal, Khanal, UML leader Madhav Kumar Nepal and Nepal Congress President Sushil Koirala are attended the summit. While Nepal has been demanding that the deal needs an amendment, Koirala has been demanding scrapping of the deal. They are scheduled to arrive in Phnom Penn by March 1.[break]



Nepali leaders are attending the summit to discuss the ongoing peace process with Asian leaders at a time when Khanal-led government has not been able to give full shape to the cabinet and peace process and there has not been significant progressin the constitution-writing process.



Sources at Baluwatar said the prime minister is likely to arrive in Phnom Penn on March 1 and return on March 4 but the schedule have yet to be finalized. UCPN (Maoist) Foreign Department Chief Krishna Bahadur Mahara said he would be accompanying Dahal to the summit. Although President Dr Ram Baran Yadav had been invited, he would not be attending the summit.



The summit entitled Peace Consultation for Nepal is being jointly organized by the International Conference of Asian Political Parties (ICAPP) and the Cambodian government. Top leaders from India, China and Japan, which are among major representatives of the 22-member ICAPP standing committee, will be attending the summit as observers.



Organizers to the summit have sent a copy of the agenda to the standing committee members. It includes the seven-point agreement, peace accord and interim constitution.



According to the preliminary draft of the agenda dispatched to the standing committee members by ICAPP Secretary General Chun Eui-yong, Khanal, Cambodia´s Prime Minister Hun Sen and ICAPP standing committee Vice-chairman Jose de Venecia will be giving opening remarks.



In the program´s second session, UCPN (Maoist), NC and UML leaders will speak on Nepal´s peace process. In the third session, leaders will post their individual views on issues such as consensus government formation, draft of democratic constitution, integration and rehabilitation of Maoist combatants, good governance, human rights and Tibetan refugees.



Participants from other countries will post their comments and suggestions after the presentation by Nepali leaders. The three-day summit will end following a presentation of conclusion from Venecia and Nepal followed by comments from Khanal and Hun Sen.



Nepali delegation will return home after inspecting Cambodia´s Pailin province, the region where army integration task was done.
